Drawing is a TECHNIQUE , art is EXPRESSIVE and CREATIVE. An artist is someone expressing creativity, feelings or ideas through something, and it is not necessarily through a drawing. Remember, art is EVERYTHING : TV, literature, sculpture, objects, poses...

What is a good drawer ? A good drawer is someone who's good at representing 3D objects on a plane surface. Does that make him a good artist ? No. Anatomy, 3D and perspective are NOT art , these are MATHS and SCIENCE. Drawing is just an expression mean, but not a criterion. You perfectly can be a good drawer, and a terrible artist, with a lack of imagination/feelings in your "art" .
Drawers can be industrial too, this is not only artistically oriented.

There's excellent artists who can't draw. Sometimes, a "bad" drawing can tell much more than a "good" drawing.
